Bob Sird called the Water Board meeting to order at 6:00 P.M. Water Board Commissioners present were Bob Sird, Larry Pomainville and Chris Hanrahan. Also present were Mike Balch, Bruce Babcock, Gary Stanley, David Rowe, William Rowe, Robin Rowe and Helen McKinlay.
The minutes of 09/20/05 were reviewed, discussed and approved.
A copy of the order prepared for Select Board review on 9/21/05 was reviewed for Water Department charges and approved by the Water Board.
A trial balance report of Pittsford and Florence Water Departments was distributed for review.
Gary Stanley re: Pittsford Snomads
Gary Stanley requested the Water Board consider granting permission to the Pittsford Snomads to use the trail crossing the Sand Spring again this coming season. Last season the trail was groomed a couple times. L. Pomainville made a motion, seconded by C. Hanrahan to sign an agreement with the Pittsford Snomads to use the trail at Sand Springs for this coming season. The motion passed unanimously.
Dufresne Henry Report re: Rowe Property Water Project
The Water Board reviewed letters sent to the Rowe family regarding the engineer findings of the proposed water project. M. Balch suggested to the Water Board a bond be paid to the Town for the cost of the proposed project so money is available should the Rowe’s default on building. The Rowe’s stated they will take the proposed plan back to Jim Purdy to have the engineering requirements from Dufresne Henry added to the project. The Water Board asked M. Balch to work out a reasonable sum for the bond requirement with the Rowe’s. The Rowe’s departed at 6:18 p.m.
FYO6 Work Plan
M. Balch reviewed the proposed work plan with the Water Board. The Water Board agreed with M. Balch’s recommendation to not purchase the meter software at $11,000 at this time. The Water Board will wait on the purchase of the software until the majority of the meters have been installed. The Water Board unanimously approved the FY06 Work Plan.
Chittenden Water Users
At this time, only one residence remains on the Pittsford Water System, Cliff Bassett. A letter will be drafted to Mr. Bassett stating per order of the State of VT the water will be disconnected on December 1, 2005.
The closing has taken place on the Aqueduct Building and the sale amount was $26,000. M. Balch stated hopes the Water Board would agree to use the money for a proposed garage to be built behind the Town Office. The garage would have a bay for the Recreation Department equipment and a bay for the Police Department cruiser. A bay and a half is planned for B.
Babcock’s use for his truck and inventory. B. Sird asked for account information on where the $26,000 from the sale was at this time. The Water Board unanimously approved the proposed garage and M. Balch will provide more details at a later date.
Chittenden Property Survey
B. Sird will contact Bob Tinker to find out the status of the survey and request a completion date this fall.
