TOWN OF PITTSFORD
WATER AND SEWER COMMISSION
March 17, 2009
Water and Sewer Commission Members Present: David Markowski, Chair, Allen Hitchcock, John Lapre, Hope Rantanen, and Helen McKinlay. Others present: Mark Youngstrom (Otter Creek Engineering), Tom Carrara, Chuck Charbonneau, Robin Rowe, John Haverstock, and Kelly Giard, Recording Secretary.
David Markowski, Chairman called the meeting to order at 7:00 PM.
The minutes of the January 20, 2009 and February 17, 2009 minutes were signed. The March 9, 2009 minutes will be distributed for review and signature at the next meeting,
Town Managers Report:
J. Haverstock reported the following:
Tom Carrara inquired if the Plains Road will be imaged when the TV imaging portion occurs. D. Markowski stated that the Plains Road will be included on the list.
D, Markowski, A. Hitchcock, and Mark Youngstrom will be attending the Stimulus meeting on Friday, March 20, 2009 in Waterbury.
Mr. Youngstrom distributed information regarding various financing proposals for review. These options were discussed at length. The 40-year Rural Development loan can be paid off early with no penalty. The State funding or Stimulus funding loans have a 20-year payment duration. The interest rates were discussed.
Mr. Youngstrom explained the formulas that are used to calculate the various proposals.
Mr. Youngstrom indicated that he has been in contact with Paul Giuliani of the State, who has forwarded the Bond Notice for review.
There was discussion concerning the sewer project, which is approximately 1 year behind the water project.
J. Haverstock inquired if it would be beneficial for the Water and Sewer Commission to meet prior to the April 21 meeting. Mr. Youngstrom indicated that it may be beneficial hold an extra meeting to discuss the Stimulus Meeting results. D. Markowski and A. Hitchcock will prepare the agenda with J. Haverstock based on the results of the Stimulus Meeting. J. Haverstock stated that Mr. Youngstrom has scheduled a meeting with the Fire Department.
D. Markowski inquired about the fees for water in Pittsford. H. McKinlay stated that the flat rate is $160 per year, plus overages. There was discussion concerning the need for cost to change through metering. Mr. Youngstrom explained how he obtained the information that was presented, based on the water charges.
There was discussion regarding the effects of the project as relates to the proposed Route 7 project.
Robin Rowe asked for clarification on the meters vs. flat rate usage. D. Markowski explained that there are a lot of meters that are not properly recording the information regarding usage.
Mr. Youngstrom exited at 8:00 PM.
Discharge Report - February 2009: The February 2009 Discharge Report was reviewed. The numbers currently "look good", however, there will be a spike in the future report due to snow melting.
Wastewater Treatment Facility Ventilation Project: J. Haverstock reported that Clayton Lamson from GroundUp Engineering recently stated that the louvers were installed approximately 1 week ago and there has been no further report.
Wastewater Treatment Facility Engineering for Sludge Removal and Chlorine Contact: J. Haverstock reported that Mike Smith has submitted stimulus applications for this pending project. Mr. Smith indicated that he is still working on the design of the sewer line upgrades. The projected amount of this project is $2 million.
D. Markowski inquired what the amount due on loan to purchase the "blue tank". H. McKinlay indicated that it is believed to be paid off, however, she will research and report back at the next meeting.
D. Markowski asked J. Haverstock to invite Mr. Smith to the May meeting of the Commission..
Water and Sewer:
J. Haverstock reported that the Pittsford water revenue is at 103% of budget and expenses are at 63.75%; the Florence water revenue is at 77% and expenses are at 66%; the sewer is at 86% of revenue and expenses are at 71%. Currently, there is $19,000 in charges due on the initial water and sewer billing for 7/1/2008 to 12/31/2008 of $180,000. There was a miscommunication within OMYA and this has been resolved and paid.
Identify Possible New Employee for Water & Sewer Departments:
This item was moved to Executive Session.
A motion by A. Hitchcock and seconded by H. McKinlay to enter into Executive Session at 8:15 PM for the purpose of Contracts and Personnel. Passed unanimously.
There was no action coming out of Executive Session at 8:25 PM.
The meeting was adjourned at 8:25 PM.
The next meeting will be held on April 7, 2009.
