Sewer Board Meeting

March 1, 2006  

Thomas “Hank” Pelkey opened the meeting at 6: 50 p.m.  Sewer Board members present were:  Thomas “Hank” Pelkey, Joseph Gagnon, Allen Hitchcock, and Dave Markowski.  Also present were Michael Balch, Linda Drummond, and Tom Carrara. 


The Sewer Board minutes of February 15, 2006 were reviewed, discussed and approved. 

T. Carrara asked about Elm St. and Depot Hill and whether or not the camera work had been done on the pipes and cemented.  What is the plan? M. Balch stated the bidding work would begin when the frost went out of the ground.

D. Markowski asked about the Notice of Alleged Violation from the State of Vermont Agency of Natural Resources(ANR).  M. Balch stated we send in tests.  If the E-Coli limits are exceeded over a period of time, the State sends a report to the town.  M. Balch has a written response to send to the ANR based on research and a plan A. Hitchcock worked on.  The Select Board reviewed the letter and plan of action to resolve the collection system problems.  A. Hitchcock stated that 1/3 of the high flow was coming from Elm Street. A. Hitchcock stated that if we could get rid of the excess flow the plant would be back to capacity.  We will have to look at Depot Hill.  A. Hitchcock proposes that we build two new chlorine contact tanks beyond the present tank which can then be used for a sludge transfer pump.  This would put the pump station further ahead and expenses should be lower.  Depot Hill may be able to wait until Route 7 is done.  A. Hitchcock stated that the power consumption for the pump stations were 40 to 140% and 30 to 50% higher during the wet weather.   D. Markowski stated that there may be great infiltration on Depot Road.  A. Hitchcock & D. Markowski discussed elevating off of Plains Road down to Depot.  A. Hitchcock stated that they would look at the new appraisal data for sewer connections as soon as possible.  A few homeowners are not connected on Route 7.  It was agreed to send the response to the ANR.

With no further business, the Sewer Board adjourned at 7:05 PM.
