Sewer Board Minutes March 16, 2005                         


Thomas “Hank” Pelkey opened meeting at 6:57 P.M.  The Sewer Board members present were:  Thomas “Hank” Pelkey, Larry Pomainville, Joe Gagnon, Dave Markowski and Allen Hitchcock.  Also present were:  Mike Balch, Helen McKinlay, Shawn Erickson, Roy Newton, Mike Gecha and Mike Leehy.



The minutes of 3/02/05 were reviewed, discussed and approved. Dave Markowski was absent at the last meeting.  The minutes were changed and initialized to reflect this change.



The orders of 3/16/05 were reviewed, discussed and approved.  Otter Creek Engineering is close to being finished with their work as discussed previously with David Cleary. 


Sewer Infiltration Research

M. Balch provided the Board with a memo describing the plan to define and quantify sewer infiltration issues.  A. Hitchcock expressed concern whether this plan provided an adequate method to measure flow.  M. Balch described the plan is proposed to isolate problem areas which will require a camera to look at these lines.  The methods described will determine locations where we don’t have problems.  The completion time line on this study is September 30th.  If the proposed method doesn’t work meters will be required to calculate the flow.  The goal is to inspect suspected areas and confirm through storm flow if there are bad pipes or other issues.   


Sewer Capacity

Sewer capacity was discussed and at this time we do not have capacity to reserve allocations for the Furnace Road residents for connection at the time the State connects the VT Police Academy.  The State project is included in our total allocation.  Addressing the infiltration problem is a step to possibly increase our allocation capacity.   


Sewer Plant Issue with Dye

Dye going through the Sewer Plant has been reported by the operators.  These events of the dye running through the Sewer Plant have an effect on the plant operation.  The Board discussed the use and cost of testing to determine what this dye contains.  Panel tests can be quite costly and run in to thousands of dollars.  M. Balch will get an estimate on the cost of these tests should the Board decide to order a full spectrum of tests should this situation occur again in the future. 


Without any further business, the Board adjourned at 7:12 P.M.
