Town of Pittsford SPECIAL Select Board Meeting
July 10, 2009    

The meeting was called to order at 3:12PM by Thomas "Hank" Pelkey, Chairman.   

Select Board members present:  Joseph Gagnon, Thomas "Hank" Pelkey, Allen Hitchcock, and Thomas Hooker. 

Also present:  Bruce Paynter, Helen McKinlay, Denise Mahoney, John Haverstock and Kelly Giard, Recording Secretary

 

PUBLIC COMMENT

None presented at this time.

 

OLD BUSINESS

Consideration of Fuel Bids:

T. Pelkey indicated that he received a call of recommendation from Linda & John Weeden concerning the fuel bids.  The Weedens indicated their desire for the town to accept the lowest bid that was received.

 

J. Haverstock indicated that there was a comparison performed between the bid of Pyrofax Energy and the bid received from Gecha Brothers.  The variance on an annual basis is $315.08.  Mr. Gecha met with the Town Manager regarding the his firm's bid.  There was discussion that both companies have served the Town positively in the past.  T. Pelkey expressed the duty of the Select Board to save the taxpayers money, no matter the amount.  Motion by A. Hitchcock and seconded by J. Gagnon to award the fuel bid to Pyrofax Energy.  Passed unanimously 4 - 0.     

 

NEW BUSINESS

Discussion of Setting Tax Rate for FY '10:

J. Haverstock presented information as provided by Helen McKinlay and Denise Mahoney showing 5 options for determining the Town's tax rates.  J. Haverstock indicated that the Listers completed work on the Grand List on July 6, 2009 and indicated a modest growth. 

 

The audited General Fund balance at the end of the Fiscal Year '09 (June 30) was reported to be $365,077 and the balance as of today, July 10, is $172,489.59.  There is a reimbursement repayment of over $100,000 expected for the engineering portion of the water project and roughly $28,000 to $30,000 to be replaced by the Dennison Fund for the renovations that occurred at the Fire Station.

 

Motion by T. Hooker and seconded by T. Pelkey to accept Option 3 (give $150,000 of the General Fund balance back to the taxpayers) setting the tax rate at $1.7296 (residential); $1.7705 (residential/village);

 

$1.7642 (non-residential/commercial); and $1.8051 (non residential/commercial/village).  Passed unanimously 4 - 0.
