The meeting was called to order at 6:30 PM by Thomas "Hank" Pelkey, Chair.


Select board members present:  Thomas "Hank" Pelkey, Joseph Gagnon, Allen Hitchcock, Thomas Hooker, and David Markowski.  Also present:  Lee Kahrs, John Weeden, Linda Weeden, Tom Carrara, John Haverstock, and Kelly Giard, Recording Secretary


Vermont Transportation Enhancement Grant:


J. Haverstock presented to the Selectboard a proposal to apply for Vermont Transportation Enhancement Grant funds for sidewalks on Arch Street and Pleasant Street. 


The Grant requires a public meeting.


J. Haverstock reported that he has been working with Shawn Erickson, Highway Foreman, regarding this project.  The proposed sidewalk project would extend the new Arch Street sidewalk to the parking lot below the Lothrop School.  There would be a crosswalk placed near the intersection of Arch and Pleasant Streets.  Mr. Erickson is recommending a 3-1/2 foot retaining wall due to the slope in the area of the Lothrop School parking lot.


The grant would require a 20% Town match, which could be obtained by 10% cash and 10% "in kind" contribution of design and /or construction work. The cost would be in the $130,000 to $200,000 range, depending on whether a contractor is hired or the Highway Department does the work, billing staff out at $25.00 to $30.00 per hour.


J. Haverstock reported on the various sections of the town that would be served by the sidewalk project.


Motion by D. Markowski and seconded by A. Hitchcock to move forward with the grant application for the sidewalk enhancement in the Arch and Pleasant Street areas.  J. Gagnon inquired where the sidewalk would end.  J. Haverstock reported that the sidewalk would end close to the Lothrop School parking lot.  J. Gagnon inquired if the bridge on Arch Street was wide enough to facilitate this sidewalk.  D. Markowski stated that this is actually a culvert that was intended to facilitate a sidewalk.  Motion passed unanimously.
