Town of Pittsford Select Board Meeting
& Town Plan Hearing
August 22 2007

Thomas "Hank" Pelkey opened the meeting at 6:30 PM.  Select Board members present were:  Thomas "Hank" Pelkey, Allen Hitchcock, Joseph Gagnon, David Markowski, and Thomas Hooker.  Also present were Kathleen Ramsay, Linda Drummond, Thor Konwin, Kathy Brown,and Baird Morgan.  Peg Armitage arrived at 6:35PM and Lisa Connell arrived at 6:40PM.

 

ORDERS

The orders for August 22, 2007 were reviewed, discussed, and approved in the amount of $10,782.07.

 

PUBLIC MEETING - RENEWAL OF TOWN PLAN

The public meeting for the renewal of the Town Plan was open for comments.  D. Markowski commented that in reviewing the plan, he found that in some places rewording would help simplify and shorten the plan.  There is a lot of background information which is helpful but the information does not directly apply to the Town of Pittsford.  There are Federal and State mandates that are already in place for cities or towns which are mentioned in the plan but do not necessarily need to be included in the plan.  Thor Konwin and Kathy Brown, members of the Planning Commission, stated that there would be more editing and simplifying for the final updated Town Plan. Peg Armitage commented on taking a stand on Pittsford's three historic districts in the Town Plan.

Thor Konwin stated that the historic districts will be included.  H. Pelkey asked for any further comments on the town plan.  Hearing none, the public meeting was adjourned at 6:45PM.

 

The Select Board reconvened at 6:45PM.

D. Markowski made a motion to accept the proposed interim Town Plan as presented to the Board.

Allen Hitchcock seconded the motion.  The motion was passed unanimously.

 

Thor Konwin, Kathy Brown, Baird Morgan, and Peg Armitage departed at 6:45PM.

 

The Board recessed as the Select Board and convened as the Sewer Board at 6:45 PM.

The Select Board reconvened at 6:48PM.

 

The Board recessed as the Select Board and convened as the Liquor Board at 6:48PM.

The Select Board reconvened at 6:50PM.

EXTENDING ENROLLMENT IN ICMA RETIREMENT CORPORATION'S 457 PLAN TO UNION MEMBERS

K. Ramsay stated that all full-time municipal employees are eligible to participate in ICMA's 457 Plan if the governing body extends membership to them.  If membership is opened up to Union employees, Union members could also have pre-tax deductions for retirement savings withheld from their paychecks.  No match is required by the Town, and the Town saves on payroll taxes on the employees' pre-tax deductions for retirement savings.

T. Hooker made a motion to extend membership in International City Management Association Retirement Corporation (ICMA RC) 457 Plan to full-time employees. J. Gagnon seconded the motion.  The motion was passed unanimously.

 

Streetlights by St. Alphonsus Church

K. Ramsay asked the Board to take a look when driving by St. Alphonsus at night to see if the repair to the street light fixtures done by CVPS provides sufficient illimination, or if an additional fixture is still needed in this area.

 

Kendall Hill Road Bridge

Kendall Hill Road Bridge traffic will be reduced to one lane on Tuesday, August 28, 2007 8:00AM to approximately 3:00PM, for field inspection by engineers evaluating the Bridge for future improvements.  There will be police officer on duty to help direct traffic.

 

Sangamon Road Traffic

Constable Mike Warfle will be submitting a written report to the Board.  He reported to K. Ramsay that the Police Department had written three speeding violations for the 1,100 vehicles they observed on Sangamon Road.  The data for the traffic monitor has not come in yet.

 

Police Cruisers

J. Gagnon questioned why both the old and the new cruisers were in use.  The new cruiser just had the radar installed and the new cruiser's phone has not arrived yet. There have been a couple of Friday nights using both vehicles.  The new cruiser will be run in the good weather and the old cruiser will be for the winter or if needed.

 

East Pittsford Ponds

As a follow-up to the article in the Rutland Herald about the East Pittsford Ponds, K. Ramsay has handled 10 phone and 5 office visits on Friday, August 17, 2007 from individuals eager to purchase a small parcel.  Discussion was held the parcels.

 

Without any further business, the meeting was adjourned at 6:55 PM.
