Town of Pittsford Select Board Meeting
August 1, 2007
Allen Hitchcock opened the meeting at 6:30 p.m. Select Board members present were: Allen Hitchcock, Joseph Gagnon, David Markowski, and Thomas Hooker. Thomas "Hank" Pelkey was absent. Also present were Kathleen Ramsay, Linda Drummond, David Hazen, Dr. John McGarry, Greg West, Chuk Pitts, David Rowe, Olin DeForge, Don Willis, and Lauri Bryrom. Robin Rowe arrived at 6:40PM and Lisa Connell arrived at 6:45PM.
The Select Board minutes of July 18, 2007 were approved.
The Select Board minutes of July 24, 2007 were approved.
The orders of August 1, 2007 were reviewed, discussed and approved in the amount of $51,581.71.
TOWN MANAGER'S REPORT
Kathleen Ramsay reported on the following:
Gordon Delong sent a note of thanks to the Board for the roll top desk from the Town Clerk's office which was presented to him upon his retiring as Town Clerk/Treasurer.
Otter Valley has received an order from the State Wastewater Management Division in regards to improvements that are needed to their wastewater treatment plant. Pittsford operator Jack Shedd is working with the State to meet the compliance date of August 10, 2007.
The Board received a letter from the Rutland County Solid Waste District that the Town is short of a representative to their board.
On the West Creek Road project, Kathleen is working on the infrastructure engineering to prepare an RFP for wetlands delineation which is required for the Town to get its stormwater permit. With the permits in place this fall, it is anticipated that the project will go out to bid in early 2008.
The Town submitted a request for reimbursement to FEMA for the expenses associated with the April storm. A total reimbursement of $16,397.18, 75% of the total expenses of $21,862.90, is requested.
Greg West, Principal, Lothrop Elementary School - Welcome to Pittsford
Greg West, the new principal of Lothrop Elementary School, introduced himself to the Board upon their invitation to attend the meeting. He is looking forward to making Lothrop a community school and invited Town citizens to help him with their input on both the financial and academic aspects for the school. The Select Board welcomed G. West to Pittsford.
Dr. John J. McGarry - Sangamon Road Traffic
Allen Hitchcock recommended acquiring the traffic monitor from the Rutland Regional Planning Commission to monitor the speed of the traffic on Sangamon Road to get an accurate recording of the traffic's speed. The Town has borrowed the monitor for Arch Street recently and will have the results of the traffic study soon. There is no charge for the'traffic monitor. The monitor will be set up on Sangamon Road in the vicinity of Camp Sangamon and Camp Betsy Cox and will remain in place for a week to ten days.
Lauri Byrom, director of Camp Betsy Cox, would like to request the data to review when it is available. A "children crossing" sign is missing near Camp Betsy Cox. During the summer, there may be up to 400 plus campers from Camp Betsy Cox and Camp Sangamon on the properties adjacent to Sangamon Road. There are times the campers and horses cross the road and she is concerned for their safety.
Dr. John McGarry, a resident on Sangamon Road for many years, stated that Sangamon has changed from a quiet country road into a speedway with vehicles going well over the 35 mph posted speed limit. Discussion was held in regards to speed control for Sangamon Road. Additional patrols by the Town police, within their existing hours, will also be requested as a deterrent to speeders. David Hazen, also a resident on Sangamon Road, asked to have the "school bus turnaround" signs be relocated as the bus turnaround has been relocated. Blocking off the former bus turnaround on the Hazen property would also help vehicles from using the area as a meeting place or brief parking area. Tom Hooker and Joe Gagnon both suggested putting up barriers to block off the former turnaround area.

OLD BUSINESS Continued
Roadside Mowing - Discussion of extent of brush trimming
J. Gagnon met with S. Erickson to review areas of concern for the roadside mowing. They came to an agreement on the depth and height of the mowing. Discussion was held in regards to equipment that would be available in the future for roadside mowing. It was suggested that several towns could share using the equipment needed for the roadside over the rail mowing. Members of the Board noted that Pittsford's roadside are better maintained than most other Towns and commended the road crew on their continuous effort in this regard.
Lease of Town Land to David and Rebecca Carpenter - Plains Road
The draft lease of Town land to David and Rebecca Carpenter on Plains Road was accepted by the Board. Allen Hitchcock signed the lease agreement and K. Ramsay will contact the Carpenters for their signature.
Town Forest Tour-determine date and rain date
Dates available to tour the Town Forest are Monday, August 6; Monday, August 13; or Wednesday, August 15. It was agreed to meet on Monday, August 13, 2007 at 9:00 AM at the Town Office. The rain date will be Wed., August 15, 2007.
Local Agreement Tax Rate
D. Markowski made a motion to accept the new local agreement tax rate $.0019 which is required to cover the education taxes on school property tax exemptions voted at the Town Meeting from non-profit property and Veterans' exemptions. T. Hooker seconded the motion. The motion was unanimously carried.
Economic Development & Related Infrastructure Improvement Needs
U. S. Senator Bernard Sanders sent a letter in regards to a "Listening Session" on August 8, 2007 addressing economic and infrastructural needs in the Rutland County. K. Ramsay stated that she plans to attend and invited anyone from the Board to attend.
Work Camp - Report on 8/1/07 visit by David Peebles from the Department of Corrections
K. Ramsay met with David Peebles on 8/1/07 and the Board was given information citing criteria for work camps which highlights the minimum requirements. Mr. Peebles stressed that talking with other communities which have work camps. The most important point he stated is that the community has to want work camps. He contacted K. Ramsay in response to Peg Flory's inquiry to him so he is giving the Board preliminary information to review. If the Board was interested, Mr. Peebles would be happy to come to a Board meeting with additional information. The Board asked that K. Ramsay request Mr. Peebles to attend the Board meeting on August 15, 2007 to give the Board more information about the work camps.
Request by Mt. Top Ski Club for Use of East Pittsford Road for Roller Ski Race August 11, 2007
The Board's consensus was to accept the request by Mt. Top Ski Club for the use of East Pittsford Road for Roller Ski Race on August 11, 2007.
Request for Additional Streetlight on Route 7, near St. Alphonsus Church crosswalk, on the east side of the road
Discussion was held in regards to adding a light between Clarence Greeno's house and on the north side of St. Alphonsus on the east side of the road. K. Ramsay has been in contact with a representative from CVPS and he will go through at night and will also check the surrounding lights. The Board will review the information at the next Board meeting.
Designation of Voting Delegate for VLCT Annual Business Meeting
K. Ramsay volunteered to be the voting delegate for the Town at the VLCT Annual Business Meeting at the Town Fair at the Champlain Valley Fairgrounds on October 11, 2007. Allen Hitchcock as acting chairman signed the Delegate Designation Form.
The Rutland County Solid Waste District is requesting a representative from our Town. Their meetings are the same night as the Select Board. The vacancy has been advertised before and will be advertised again.
Robin Rowe reported on the Pittsford Food Shelf. Camp Betsy Cox has had volunteers help with the Pittsford Food Shelf for the second year in a row to complete their community service as a camper. It has been working out very well and the help is appreciated. Last month the Food Shelf gave out 6000# of food. The Board complimented Robin on all her hard work with all the volunteers.
T. Hooker made a motion to go into Executive Session for Personnel and Litigation. J. Gagnon seconded the motion. The motion was passed unanimously.
In accordance with 1VSA 312(b) where premature general public knowledge would clearly place the Municipality or person involved at a substantial disadvantage, the Board unanimously agreed to go into Executive Session for Personnel & Litigation at 7:50 PM. The Board came out of Executive Session at 8:17PM.
No action was taken.
Without any further business, the meeting was adjourned at 8:17 PM.
