Town of Pittsford Select
Thomas "Hank" Pelkey opened the meeting at 6:30 p.m. Select Board members present were: Thomas "Hank" Pelkey, Allen Hitchcock, Joseph Gagnon, David Markowski, and Thomas Hooker. Also present were Kathleen Ramsay, Linda Drummond, Umbert Rosato, Lee Kahr, Tom Carrara, and David Rowe. Dick Williams arrived at 7:00 PM.
The Select Board minutes of September 12, 2007 were approved.
The Select Board minutes of September 19, 2007 were approved.
The orders of October 3, 2007 were reviewed, discussed and approved in the amount of $793,129.30.
TOWN MANAGER'S REPORT
Paving was completed on Adams Road as of October 2, 2007. Paving work will be done on Creed Hill Road and Mountain View Drive this week.
Alternate Representative to Rutland Regional Transportation Council
Peg Flory stopped by to inquire about the appointment of an alternate to the Rutland Regional Transportation Council. The alternate would attend the monthly meeting of the Transportation Council when P. Flory is not available due to her commitments in the Legislature. P. Flory said that it worked well when previous Town Managers served as the alternate, and suggested that K. Ramsay volunteer for the post. K. Ramsay asked the Board to address this request under New Business.
A copy of Grandpa's Knob Application to the Public Service Board for the installation of temporary wind measurement devices will be on display in the Town Clerk's Office.
The comment period on the project will end on or around November 1, 2007 according to the representative of the PSB K. Ramsay spoke to last week. The Board will host a presentation on the project by Brad King of Noble Environmental next Wednesday, October 10, 2007 at 6:30 PM in the Municipal Building.
K. Ramsay requested the Board add under New Business FY08 Budget Report as of September 30, 2007.
D. Markowski requested that S. Erickson should reconsider the chip seal paving he mentioned at an earlier Board meeting. Cost and durability should be considered before using the chip seal paving on Pittsford roads and review with other Towns their results using the chip seal paving. Discussion was held in regards to chip seal paving which is clean stone and liquid asphalt.
Speeding on Whipple Hollow Road
Umbert Rosato lives on Whipple Hollow Road and stated he is concerned about the speeding on the road. The speed limit is 35 mph and he believes that many vehicles are going about 60 mph. D. Markowski suggested requesting the speed and traffic monitor from Rutland Regional Planning Commission and to place it on Whipple Hollow Road for a period of time. J. Gagnon also suggested requesting the police officers to increase patrols on Whipple Hollow Road within existing patrol hours. The Board's consensus was to go ahead with the two above mentioned suggestions to address the concerns of speeding on Whipple Hollow Road.
Concern was also expressed about the condition of rail crossings, and the Board will follow-up with a letter to the State Agency of Transportation's District Administrator. D. Markowski stated that, in the past, the State has delayed repairs to the railroad crossings even when the repair job was scheduled to be done.
The Highway Department hours as of October 1, 2007 are from 7:00 AM to 3:00 PM. T. Carrara asked if the change in hours should have been done Labor Day week. K. Ramsay will review the contract.
D. Rowe inquired about the West Creek Road project. K. Ramsay stated that the Wetlands Delineation was done and the Town will be able to submit the permit with the anticipation of construction in 2008.
Discussion of Appointment of Water & Sewer Board
Tabled until the next meeting on October 17, 2007.

Discussion of Follow-up to Preliminary Conversation about Work Camps
Discussion was held in regards to the work camp's requirements for water and sewer allocations.
The Select Board decided to schedule a site visit in late November or December to the St. Johnsbury Work Camp as part of a preliminary investigation of the possibility of siting a work camp in Pittsford. A. Hitchcock suggested asking the State to look at the State owned land where the Vermont State Police Academy is located as a possible work camp site.
Highway Department - Discussion of purchase of used chipper
An average of about $3,000/year for the last two years has been paid for the rental of the wood chipper from Vaillancourt Landscape. Discussion was held in regards to the pros and cons of purchasing a chipper instead of renting one when needed. The Board will consider the purchase of a wood chipper in the context of the FY2009 budget process.
Review Final Inspection of Terry Mitchell Access on Stevens Road
Thomas "Hank" Pelkey presented the Final Inspection of Terry Mitchell's Access/Right of Way Permit. On September 24, 2007, Shawn Erickson inspected the completed permit requirements and the terms of the permit have been complied with to the satisfaction of the Town of Pittsford.
T. Hooker made a motion to accept the Final Inspection of Terry Mitchell’s Access/Right of Way Permit. A. Hitchcock seconded the motion. The motion passed unanimously.
FY07 Year End Budget Report - Unaudited Results & FY08 Budget Report as of September 30, 2007
K. Ramsay reported that based on unaudited year-end financial reports for FY07, the General Fund appears to have a small surplus. Discussion was held in regards to the Budget FY08 & 09. The Board had asked for a level budget for FY08 from all Town departments. After adjusting for prepaid expenses, overall General Fund expenses are approximately 25% of budgeted amounts 3 months (or 25%) into the FY08 fiscal year. The Board's FY09 budget guidance to all Town Departments, committees, and commissions is to present a "lean and mean" budget proposal which is realistic for the FY09 to voters at the Annual Town Meeting.

Application for Partial Reimbursement for Woodland Fire Equipment Expense
The Board signed the application for partial reimbursement for the Woodland Fire Equipment Expense for $50.00. All the equipment for the 50/50 grant was received in September 2007.
Appointment of Alternate Representative to the Rutland Regional Transportation Council
D. Markowski made a motion to appoint Kathleen Ramsay as the Alternate Representative to the Rutland Regional Transportation Council. J. Gagnon seconded the motion. The motion passed unanimously.
A. Hitchcock made a motion to go into Executive Session for Personnel at 7:20PM. T. Hooker seconded the motion. The motion was passed unanimously.
In accordance with 1VSA 312(b) where premature general public knowledge would clearly place the Municipality or person involved at a substantial disadvantage, the Board unanimously agreed to go into Executive Session for Personnel at 7:20 PM. K. Ramsay was invited to stay. The Board came out of Executive Session at 7:34PM.
No action was taken.
Without any further business, J. Gagnon made a motion to adjourn the meeting. T. Hooker seconded the motion. The motion was passed unanimously. The meeting was adjourned at 7:35 PM.
