Planning Commission Members Present: Kathryn Brown, Don Nickless, and Thor Konwin.  Others Present: Bruce Paynter, Clarence Greeno, Amy Loomis, and Kelly Giard, Recording Secretary.


D. Nickless, Chair, called the meeting to order at 7:04 PM. 


D. Nickless inquired if there was any Public Comment.  There was none presented at this time.


Vermont League of Cities & Towns 


D. Nickless distributed evaluation forms for the VLCT seminar that was held in April.  There was discussion regarding the possibility of future seminars.  T. Konwin stated that he felt that the seminars are very helpful.  D. Nickless stated that he has a list of future seminars.  A. Loomis stated that she has researched the possibility of another MEG grant and learned that they are only available one time per year.  The option of another seminar will be discussed in the future.


Town Plan Update


D. Nickless stated that he has spoken with Mark Blucher from the Rutland Regional Planning Commission regarding the Town Plan updates.  Mr. Blucher indicated that the RRPC is currently working with towns updating Flood Regulations and has no update.


D. Nickless stated that he has reviewed various other town plans and the plans vary as to how goals and objectives are characterized and organized.  The members of the Planning Commission discussed the Goals and Programs sections and came to the conclusion that it would be best to keep these sections to 2 sections with the titling to be finalized.  D. Nickless explained to Mr. Greeno the purpose of the town plan and that the Plan is should establish achievable goals.


Subdivision Regulations


D. Nickless stated that there were a couple of minor recommended changes that have been received from the Selectboard as well as the RRPC.  The 2 changes received from the VLCT differed from RRPC recommendations   D. Nickless stated that he has been in contact with the VLCT attorney and awaits clarification.


A. Loomis stated that the current zoning regulations "do not mix well" with the subdivision regulations.  D. Nickless stated that he has begun to review both sets of regulations and it is evident changes will have to be made to avoid overlap.  A. Loomis feels that the necessary changes should be made within the Zoning Regulations.  T. Konwin stated that maybe the Subdivision Regulations could be added to the Zoning Regulations as an addendum which would make the regulations more "manageable." 


Flood Hazard


A. Loomis presented a minor change to the Flood Hazard Regulations.


The purpose of the FEMA regulations was explained to Mr. Greeno. These will be presented to the Selectboard after the Planning Commission hearing on June 2, 2008.


OMYA Section 5 Oversight Team Update


D. Nickless reported that he serves on the OMYA Section 5 Oversight Team.  There have been independent studies to determine if there is any harmful human or environmental effects from the plant operation in Pittsford.  Currently, the studies indicate that there are no harmful contaminants above the normal contaminants above the regulatory limits.  The consultants have submitted in a report to the State. 


It was noted that the Agency of Natural Resources had a public hearing last week on the draft certification.  The Vermonters for a Cleaner Environment (VCE) stated that they would be appealing the certification.  The future steps are unknown, due to the appeal.


Currently, OMYA pays roughly 25% of the Pittsford Property Tax per year and in the event that OMYA is unable to operate, this would have a serious impact on the town.


Other Business


T. Konwin presented a draft of the Merchants Association brochure for discussion.  The brochure will be included on the Town of Pittsford website and will be updated to co-ordinate with the changing seasons.


The next meeting will be held on June 2, 2008 at 6:00 PM.
