PLANNING COMMISSION

March 21, 2012

Planning Commission Members Present – Don Nickless, Trish Lewis, and Thor Konwin.   Others Present –  Ken Niemczyk – Zoning Administrator, and Kelly Giard, Recording Secretary

D. Nickless, Chair, called the meeting to order at 7:07 PM.

1)      OMYA has submitted a plan to construct a Liquefied Natural Gas storage facility.  This plan was reviewed and the members of the Planning Commission will be submitting a letter to the Vermont Public Service Board supporting the change from fuel oil to liquefied natural gas.  T. Lewis indicated that this topic had been discussed recently at the Rutland Region Planning Commission, although in support, the major concern was that of emergency response in the event of a mishap.  The Regional Planning Commission’s concern was from the state line to the ending point at the OMYA facility.  The Regional Planning Commission has sent a letter in support of the project.

2)      The members of the Planning Commission reviewed necessary updates that have come about since the adoption of the current Zoning Regulations.  A list of proposed revisions was reviewed and the members all volunteered to research some of the concerns and report back at a future meeting.

3)      There was discussion and consideration of Subdivision Regulations.  Following discussion, the members have chosen to consider having a separate document for the Subdivision Regulations, rather than as an addendum to the Zoning Regulations and will be working on this project.

4)      There was discussion of current procedures and forms that are used by the Planning Commission.  A sample agenda was distributed for comments.  There was also discussion concerning the Rules of Procedures (which the Planning Commission currently has in place), as well as the procedure for approving and adopting the minutes from the monthly meetings.

The meeting was adjourned at 9:01 PM.
