Meeting Minutes : Water and Sewer Commission Minutes June 21, 2022 – APPROVED

Town of Pittsford WATER AND SEWER COMMISSION – June 21, 2022

MEMBERS PRESENT:  Clarence Greeno, Baird Morgan, Helen McKinlay, and Ernie Clerihew.  ABSENT:  Thomas Hooker.  OTHERS PRESENT: Brenda Fox-Howard – Town Manager, Kelly Giard – Recording Secretary.

The Water & Sewer Commission was called to order at 6:30 PM by Chairman Greeno.

B. Fox-Howard stated that there was no need for Executive Session.

B. Fox-Howard stated that there was no need to amend the agenda.

Motion by B. Morgan and seconded by H. McKinlay to adopt the agenda as presented.  Motion passed 4 – 0.

MINUTES: 

The minutes of the May 17, 2022 meeting were signed with no corrections.

TOWN MANAGER’S REPORT:

B. Fox-Howard reported on the following:

  • Otter Creek Engineering has given notice that the last flow testing will be completed by June 30, 2022.

 

PUBLIC COMMENT:

None presented at this time.

 

WATER

Discuss Pittsford Commons Water Line:

Ms. Fox-Howard stated that she received a call from the Pittsford Commons President regarding the crumbling water line.  The organization has been aware that the line needs replacing, however, funding is a concern for the organization, which is comprised of 20 units.  The Commons requested the possibility of using ARPA funds, however, this is not possible as these funds are meant for the entire community to benefit and not one organization or private business.

Permit Received:

The annual water permit has been received from the state with no further requirements.

Monthly Operations Report & Statistics:

The monthly operations report and statistical information was included in the packets for review.

Florence Well & Pump Inspection:

The inspection of the Florence Well and Pump have been completed with the information included in the packets for review.

SEWER

Visit Overview of the Sewer Treatment Plant:

Ms. Fox-Howard visited the Wastewater Treatment Facility and the springs.  The operation was clean and nicely run, however, the chemical storage at the facility is a concern due to the confined space.  The current ventilation system is poor and the current storage situation should be updated.  This project will be considered for the next budget process.  There is also a culvert at the facility that floods and makes an ice shield in the winter.  Shawn Hendee will be asked to check pricing for replacement or if it is an issue that can be “jetted” out with the new equipment.

WATER & SEWER

GIS Options for Water & Sewer Systems:

Otter Creek Engineering has performed the initial mapping for this project.  The project will be joined with the property maps that are currently being used by the Listers’ office.  Shawn Hendee is exploring best pricing and overall cost for the Water & Sewer Department to become part of the scope.  The quote is in the packet for review and annual future cost for the software would be $1995.  Ms. Fox-Howard stated that it would be beneficial for the Highway and Water/Sewer Department to also have a tablet in their respective departments.  Motion by B. Morgan and seconded by E. Clerihew to move forward with the project.  Motion passed 4 – 0.

Tom Hooker Named as Temporary Commissioner:

Tom Hooker has agreed to serve as a temporary Water & Sewer Commissioner in the position that was vacated by Commissioner Pelkey.

New Rate Increases Water & Sewer Letter Enclosed:

The new rate increases take effect on July 1, 2022.

 

The next meeting of the Water & Sewer Commission will be held on July 21, 2022.

The meeting was adjourned at 7:00 PM.
