Town of Pittsford WATER AND SEWER COMMISSION – May 17, 2022
MEMBERS PRESENT: Baird Morgan, Helen McKinlay, and Ernie Clerihew. ABSENT: Clarence Greeno. OTHERS PRESENT: Brenda Fox-Howard – Town Manager, Kelly Giard – Recording Secretary.
The Water & Sewer Commission was called to order at 6:30 PM by Town Manager Fox-Howard.
B. Fox-Howard stated that there was no need for Executive Session.
B. Fox-Howard stated that there was a need to amend the agenda to change the name of the street from Ash Street to Arch Street.
Motion by H. McKinlay and seconded by B. Morgan to adopt the agenda as amended. Motion passed unanimously 3 – 0.
MINUTES:
The minutes of the April 19, 2022 meeting were signed with no corrections.
TOWN MANAGER’S REPORT:
B, Fox-Howard reported on the following:
- The state is expected to issue the sewer permit prior to June 1, 2022 via .pdf/email.
PUBLIC COMMENT:
None presented at this time.
WATER
Discuss Police & Water Shut-Off Policy
B. Fox-Howard explained the delinquent utility process for customers and how they are sent several notices and a subsequent registered letter with return receipt request prior to having a notice given to the Police Department for in person delivery to the delinquent customer. Chief Warfle stated that the Police Department is quite busy especially with repeated attempts to deliver in person to the delinquent customer and has suggested that the notice could be served by the Police Department by taking a picture of the notice being affixed to the residence doorway as proof of delivery. After much discussion, a motion was made by B. Morgan and seconded by H, McKinlay to try the “picture taking” suggestion for 6 months and then review again prior to the beginning of the new year. If this new method proves unsuccessful, we can then return to the previous hand delivery method as before. Motion passed 3 – 0.
Otter Creek Flow System Check:
There were no updates on this project.
SEWER
Update on Hydrant Flushing:
Shawn Hendee reported to the Town Manager that this project went well.
58 Arch Street Discovery:
The resident at 58 Arch Street reported water in the basement after the hydrant flushing project. Shawn Hendee visited the property and determined that this was terra cotta piping that had roots in the line and was not related to the hydrant flushing. The resident is aware of this and will need to have their pipe replaced.
WATER & SEWER
GIS Options for Water & Sewer Systems:
Shawn Hendee and the Town Manager have been discussing the possibility of bringing the GIS mapping up to date with technology and have recommended the purchase of the overlay module consisting of the Water & Sewer lines being added into the GIS program allowing the department to track, monitor, and display the water and sewer lines along the town map together with insertable data on maintenance, replacements, repairs including photos of all to be loaded in to the program and kept as permanent records. Once the overlay is in place, there would not be an online option for the general public as this is to be utilized by town personnel as an internal tool. Shawn Hendee is researching the prices and will advise at a future meeting.
Discuss Resignation of Commissioner Hank Pelkey and Efforts to Fill Vacancy:
There have been advertisements for the position of Water & Sewer Commissioner that was vacated by Hank Pelkey. There have been no letters of interest received to date. The Commission has asked the Town Manager to reach out to the Board of Selectman for temporary volunteers or additional advertising methods in order to continue the process of filling this vacant seat.
Update Regarding Pole Barn Construction Project:
The members of the Water & Sewer Departments have been working as a team with the Highway Department to complete the pole barn project at the Transfer Station with great success.
Mr. Berardo has returned to work:
Bob Berardo has returned to his normal duties.
The next meeting of the Water & Sewer Commission will be held on June 21, 2022.
The meeting was adjourned at 7:05 PM.
