Members Present: Richard Conway, Stanley “Sam” Markowski, Charlie Simpson, Ed Keith, Clarence Greeno
Others present: Chad Eugair Atty Gary Kupferer, Jared Blake, Jeff Biasuzzi – Zoning Administrator, Kelly Giard – Recording Secretary.
The meeting was called to order at 7:03 PM by Chairman Markowski.
Chairman Markowski read the agenda stating that this was a hearing for 21-43 for the Town of Pittsford Highway Department. Motion by R. Conway and seconded by C. Simpson to adopt the agenda as presented.
Chairman Markowski introduced Chad Eugair, Highway Foreman and Jeff Biasuzzi, Zoning Administrator.
Chairman Markowski opened the hearing and swore in Mr. Eugair and Mr. Biaszzi. Mr. Eugair stated that he is a resident at 67 West Street, Proctor, VT and is the Pittsford Highway Foreman.
J. Biasuzzi gave history of the project and stated that this is in the Rural Zoning District making this a Conditional Use Permit. The property/construction site is above the flood zone. The Zoning Board of Adjustment reviewed the Zoning Regulations Section 501 and agreed.
Mr. Eugair stated that the building will be constructed with lumber and telephone poles that are in stock. C. Simpson inquired if the structure was a closed structure. Mr. Eugair stated that this was going to be open on the front and closed on the other 3 sides. C. Simpson inquired if there would be a metal roof on the structure. Mr. Eugair stated that there would be a metal roof. S. Markowski inquired the base of the structure. Mr. Eugair stated that the current base is gravel and the proposed structure would remain on the gravel. S. Markowski inquired if there would be any electricity to the structure. Mr. Eugair stated that there would be no electric. S. Markowski inquired what would be housed in the structure. Mr. Eugair stated that small equipment and tractors and trailers would be stored there. R. Conway inquired if the yard rake would also be there, which Mr. Eugair stated yes. Mr. Simpson inquired if there would be any surveillance would be in the area. Mr. Eugair stated that the surveillance did not reach that far. S. Markowski inquired the location of the structure. Mr. Biasuzzi explained that the proposed structure would be constructed to the Southeast of the current salt shed. S. Markowski inquired if the structure would allow for additional space under cover. Mr. Eugair explained that the equipment that is currently stored outside will be stored in this structure. R. Conway inquired the siding color. Mr. Eugair stated that this is unknown at this time, however, the outside could be painted to protect, possibly a barn red. E. Keith inquired who would be constructing the structure. Mr. Eugair stated that the Highway Department staff would be working on this project. Mr. Biasuzzi inquired if this would be a truss roof. Mr. Eugair stated that this would be a truss roof. R Conway inquired the color of the roof. Mr. Eugair stated the color would be white. C. Simpson inquired if this material was currently owned by the Town. Mr. Eugair stated that this is currently owned and in stocked.
Motion by C. Greeno and seconded by E. Keith to approve the application as presented. Motion passed unanimously 5 – 0. The Zoning Administrator was instructed to issue the permit. The hearing was closed at 7:19 PM.
OTHER BUSINESS
Atty Kupferer updated the Zoning Board of Adjustment regarding the Act 249 and Act 250 permits. A hearing date was set for January 10, 2022 to discuss compliance concerns.
Atty Kupferer updated the Zoning Board of Adjustment regarding Dollar General, which was minimal with some conditions that were required for the opening. One of the main concerns was the lighting.
Motion by E. Keith and seconded by C. Greeno to adjourn at 7:51 PM. Motion passed unanimously 5 – 0.
