The meeting was called to order at 6:30 PM by Town Manager John Haverstock.
Adoption of Agenda:
J. Haverstock stated that there was no need for Executive Session.
J. Haverstock stated that there was no need to amend the agenda. Motion by T. Pelkey and seconded by B. Morgan to adopt the agenda as presented. Motion passed 5 – 0.
Minutes:
The minutes of the March 16, 2021 regular meeting were signed, with no corrections.
Town Manager’s Report:
- J. Haverstock reported the following:
- The crew is busy repairing breaks in lines. The break in the area of the Kamuda’s island has been repaired, however, another leak was discovered near the Provin property on Elm Street. There was also a break repaired on Pat Lee Drive
- Residents have reported that the water has appeared to be discolored and bubbly. Shawn Hendee has indicated that the water is safe to consume. He is working on slowly purging the air out of the system.
- There was a card for the family of Jack Orvis who served the Town Zoning Board for a number of years. Mr. Orvis passed away recently.

WATER:
Update on Tree Cutting at Site of Auxiliary Site:
J. Haverstock reported that the tree contractor has indicated that the ground is currently too wet for the tree cutting. They will be performing the work once the weather cooperates.
SEWER:
Update on Depot Hill Road Sewer Project Status:
J. Haverstock reported that the Depot Road pump station installations are complete and they are on line. The clean up, seeding and mulching is in progress. The generator and the aeration automation at the Wastewater Treatment Facility are the only remaining items to complete the project.
Update on Project to Automate the Aeration at the Wastewater Treatment Facility:
This was included in the Project Status Update.
Review and Approve Sewer Rate Letter to Customers:
J. Haverstock included a draft letter in the packets for the Water & Sewer Commissioners to review. The letter will include the comparison information, as well as the base gallonage increase. The letter will be discussed at the May meeting and sent to residents prior to the rate increase in July.
Discuss Federal and State Infrastructure Funding and the Prospects of Sewer System Expansion:
J. Haverstock stated that water and sewer systems have been mentioned in the State and Federal aid proposals. Otter Creek Engineering has been contacted with a possibility of studying the potential expansion of the Town’s sewer system. The rate impact, gravity and topography would be studied, as well as the possibility of adding the Police/Fire Academy, Furnace Road, Corn Hill, Orchard Hill, Pinewoods Road and Terounzo Road neighborhoods to the sewer collection system. There will be more information discussed in the future.
