Meeting Minutes : Water & Sewer Commission Minutes – 3/17/20

Members Present – Clarence Greeno, Thomas “Hank” Pelkey, Baird Morgan, Helen McKinlay, and Ernie Clerihew (6:33 PM). Others present: John Kiernan, John Haverstock – Town Manager and Kelly Giard – Recording Secretary.

Chairman Greeno called the meeting to order at 6:30 PM.

Adoption of Agenda:

J. Haverstock stated that there was no need for Executive Session.

J. Haverstock reported that there was no need to amend the agenda. Motion by T. Pelkey and seconded by H. McKinlay to adopt the agenda as presented. Motion passed unanimously 4 – 0.


The minutes of the February 18, 2020 meeting were signed, with no changes.

Town Manager’s Report:

J. Haverstock stated that there was nothing to report at this time.

Update on Depot Hill Road Sewer Project Status:

John Kiernan was present to discuss the status of the Depot Hill Road project. C. Greeno inquired if the existing structures were usable. Mr. Kiernan stated that he would not recommend using any of the existing structures due to safety and accessibility concerns. Mr. Kiernan stated that during his research, he was able to locate some information on the old pumps and reviewed the information that indicated that the current pumps were not of adequate size. Mr. Kiernan explained that the 3-phase power will still be needed and it will cost approximately $8,000 to run the service from Route 7. The lower pump station needs the larger pump (75 hp). B. Morgan inquired if the 3-phase power would power the upper pump station. Mr. Kiernan stated that both stations would be run off the 3-phase power.

Mr. Kiernan stated that the Preliminary Report Addendum and plans should be completed in the next few days and sent to the State for review. Mr. Kiernan stated that the bid process can begin once the State approval is received with an April bid opening with construction in May. B. Morgan inquired if the bid timing would increase the bid amounts. Mr. Kiernan stated that some contractors are booked, whereas others are inquiring about the project.

Mr. Kiernan exited at 6:56 PM.
