S. Markowski, Chairman, called the Zoning Board of Adjustment to order at 7:00 PM.
S. Markowski introduced the members of the Zoning Board of Adjustment.
S. Markowski swore in all in attendance and explained the process of the hearing.
Motion by R. Conway and seconded by C. Greeno to approve the agenda as presented. Motion passed unanimously 6 – 0.
S. Markowski opened the hearing of the Vermont Fire Academy, permit 18-35, which was originally issued permit 16-29, in which the conclusion did not require parking in the vicinity of the Burn Building. This permit is for the concrete/asphalt apron around the building for parking. There were engineers drawings displayed for the members to review.
Mr. Henderson explained the Burn Building project and explained that the water that is used in the training is recycled in catch basins and there is no need to use town water for these training exercises. The engineers have stated a need for a retention pond. The initial permit did not include funding for the “slab”, however, the concrete/asphalt captures water better than gravel and the concrete/asphalt is safer for the trainees to use ladders and makes the trucks more stable.
Mr. Skaza stated that there is less storm drain maintenance with the use of the concrete/asphalt. Mr. Henderson also stated that gravel absorbs water, whereas the concrete/asphalt allows the water to be recycled through the retention pond.
S. Markowski inquired if the project has been constructed. Mr. Henderson stated that the building and the apron have been constructed and the permit requirement was simply an oversight. J. Biasuzzi stated that this was a separate permit number (18-35) and not amending the original permit (16-29).
There was no further discussion or questions.
Motion by R. Conway and seconded by C. Greeno to approve Permit 18-35 with no conditions. The Zoning Administrator will issue the permit with no conditions. Motion passed unanimously 6 – 0.
Motion by R. Conway and seconded by N. Michael to approve the minutes of the September 24, 2018 meeting, as posted on the website and as sent by the Recording Secretary. Motion passed unanimously 4 – 0 – 2.
