The meeting was called to order at 6:30 PM by Chairman Hooker.
J. Haverstock reported that there was no need for Executive Session.
T. Hooker reported that there was a need to amend the agenda to remove The Continued Discussion of Proposed Highway Winter Maintenance Policy Regarding Extended Storm Events (Old Business). Motion by T. Pelkey and seconded by A. Malay to adopt the agenda, as amended. Motion passed unanimously 4 – 0.
Minutes:
The minutes of the October 3, 2018 regular Select Board meeting were signed, with no changes.
Orders:
The orders in the amount of $195,994.18 and Payroll in the amount of $11,132.50 were signed, with no discussion.
J. Haverstock explained to the PEG TV audience the process and purpose of the signing of the orders and explained that the Board members received the orders in advance of the meeting and reviewed them.
Town Manger’s Report:
J. Haverstock reported the following:
- The paved Class 3 road line striping has been completed for the year.
- The stump grinding is nearly complete at the Transfer Station. The next step will be to dispose of the mulch that was produced.
- The Annual Haunted House event will be held on October 19, 20, 26 and 27.
- The Town Manager attended a meeting of the OMYA Community Issues Committee on October 11. Any resident with concerns is invited to contact the Town Manager. OMYA reports a strong business and stable workforce.
- Residents are being asked for input for the next Town Report dedication honorees.
- The Town Manager will be out of the office on October 25 and 26 to attend the VTCMA Town Manager’s Conference in Brattleboro.

Continued Discussion of Proposed Highway Winter Maintenance Policy Regarding Extended Storm Events:
This topic will be discussed further at a future meeting.
NEW BUSINESS
Update on Design Engineering for Salt Shed Project (B. Rakowski):
Mr. Rakowski, engineer with Otter Creek Engineering, was present to discuss the status of the salt/sand shed that will be constructed at the Transfer Station in the spring. The current proposal is showing a higher cost than anticipated. However, the Town is seeking additional grant funding. The hope is that the tariffs on steel/aluminum and recent rises in asphalt costs will be in a better state in the spring when the project goes to bid the costs will be lower.
Mr. Rakowski stated that environment permits are still needed.
Mr. Rakowski exited at 6:54 PM.
Update on Planning Commission Subcommittee Work to Generate Proposed Amendments to Town Plan:
Tharon Malay was present to discuss the progress of the Planning Commission Subcommittee. The Subcommittee is comparing the current Plan with Plans from other towns, attending the Planning Commission meetings and Regional Planning Commission meetings. The Energy Plan is being compared with the plan from Sudbury. The Regional Planning Commission is being consulted as they assisted Sudbury with theirs and are familiar with the timing to complete.
Remarks from OVUU School Board’s 5-year Plan Task Force:
Naomi Malay was present to discuss the OVUU School Board’s 5-year Plan Task Force. Ms. Malay stated that she was appointed by the OVUU School Board as the Pittsford resident representative and has been tasked with communication with the Select Board on the 5 – 10 year plan for the OVUU district. The Task Force is currently conducting a survey to get the general public’s input on the topic. There are drop boxes at the Town Clerk’s office and the library to deposit the completed paper survey. There are posters at Keith’s and Kamuda’s explaining the project and the school will be sending the information home with the students. The Task Force hopes to be able to have the survey available during Election Day voting. The Town Clerk advised them to check back to see if space is available for this.
Discuss Plans for Veterans Day Events:
J. Haverstock reported that the music, clergy, TAPS, speakers and Historical Society have all agreed to partake in the event.
