BOARD OF CIVIL AUTHORITY
February 15, 2017
Municipal Building, Conference Room at 6:30 P.M.
BCA members present were Butch Shaw, Walter “Terry” Poor, David Trombley, Tom Hooker, Joe Gagnon, Jane, Cornell, Helen McKinlay, Ernie Clerihew, Jill Blanchard, Susan Markowski, and Bonnie Stewart
The agenda was accepted as posted by a motion from David Trombley. A second to the
motion was made by Tom Hooker. The motion passed unanimously.
Oaths of Office
The Justices of the Peace present at the meeting took their oaths office. Helen McKinlay read the oath to the JP’s and oaths of office were signed and notarized.
Rules of Meetings
Mat Candon stated we had been using a modified version of Roberts Rules to run the Board of Civil Authority meetings. A motion to continue with a modified version of Roberts Rules to allow the Chair to speak and vote was made by Terry Poor. A second was made by Tom Hooker. The motion passed unanimously.
Election of Officers
Butch Shaw made a motion to nominate Matt Candon as Vice Chairman of the BCA. The
motion was seconded by Dave Trombley. The motion was passed unanimously.
A motion was made by Matt Candon to nominate Butch Shaw as Chairman of the BCA. The
motion received a second from Tom Hooker. The motion passed unanimously.
Other Matters that may come before the Board.
Butch spoke to the BCA regarding the importance of counting ballots correctly and handling
the ballots and documentation professionally throughout the counting process up to and
including the marking of the ballot bags. Each step of counting the ballots is critical for the
correct outcome of an election. The Legislature is currently involved in a recount
situation for the Orange 1 District.
A motion to adjourn was made by Tom Hooker. The BCA adjourned at 6:15 p.m.
