March 15, 2016

Water and Sewer Commission Members Present –David Pearson, Ernie Clerihew, and Clarence Greeno. Absent: Bob Harnish and Helen McKinlay. Others present: John Haverstock and Kelly Giard.

David Pearson, Chairman, called the meeting to order at 6:30 PM.

Adoption of Agenda:
J. Haverstock stated that there was no need for Executive Session.

J. Haverstock stated that there is no need to amend the agenda.

Motion by C. Greeno and seconded by E. Clerihew to adopt the agenda as presented. Motion passed unanimously 3 – 0.

Minutes:
The minutes from the February 16, 2016 meeting were signed, with no corrections.

Town Managers Report:
J. Haverstock reported the following:

Congratulations to Chairman Pearson on his Town Meeting presentation with regard to the Water & Sewer Commission.

Mr. Brown has been contacted with regard to the water quality concerns he raised at Town Meeting. Shawn Hendee and Bruce Babcock have visited the location and their report was included in the packets for review.

The GPS work to be done by Otter Creek Engineering could possibly be funded by grant funds. Mark Youngstrom has been asked to amend the initial proposal to take full advantage of the grants, which go to projects as high as $25,000.

VPR has been in contact with the Town Manager with regard to PFOA, which is a substance recently found in ground wells in North Bennington. The reporter made note that there may be concerns with the Pittsford water supply due to the proximity of the Vermont State Fire Academy and their use of firefighting foam. The members of the Select Board and the Legislative Representatives are aware of this contact. The State is not requiring testing at this time in the area of the Academy.

C. Greeno had questioned the status of Vicki Dodge’s claim for damages. J. Haverstock included information in the packet for review. The information noted that the claim went to the Vermont League of Cities and Towns, which denied the claim. VLCT noted that possibly E J Prescott was responsible. However, E J Prescott’s warranty period had lapsed at the time of the incident. The last communication with regard to this situation was in July 2013.

Eugene Patch has paid for his meter replacement.

Sewer:

Grease Trap Installation Update:

J. Haverstock reported that he has been in contact with 4 food service preparation locations that are located on the Town Water & Sewer system. Kamuda’s Market has installed its grease trap–Shawn Hendee will confirm this; Lothrop School has been done – J. Haverstock will discuss whether they need the 0% interest loan; J R’s Eatery was a simple fix of connecting the sink and dishwasher with the existing grease trap; a letter has been sent to Keith’s Country Store with regard to completion of its project.

The members of the Water & Sewer Commission discussed other locations in Town that prepare food. J. Haverstock indicated that he has visited the Sunoco station, which is in compliance. C. Greeno inquired the Mobil Station, which is now a Subway for their compliance of a grease trap. J. Haverstock will investigate this location.

Abatement Request (R. Wanner):

J. Haverstock reported that there was a mix up in billing at the Old Colony Condos, where Ms. Rondene Wanner is the new owner and the previous owner was billed. The late fees and penalties incurred were $37.54. Linda Drummond recommends that the Water & Sewer Commission grant this abatement request. Motion by C. Greeno and seconded by E. Clerihew to abate $37.54 to Rondene Wanner. Motion passed unanimously 3 – 0.

Continued Discussion of Proposed Wastewater Treatment Facility Upgrades:

J. Haverstock stated that the site visitation report recommended the purchase of equipment and training, totaling approximately $70,000. J. Haverstock is in the process of researching grant funding for this upgrade and whether the upgrades could avoid the possibility of unwanted river discharge. This topic was tabled until a future meeting and further information is available.

Water & Sewer:
A list of approximately 12 delinquent accounts were included in the packets for review and the shut off process will begin.
