Water and Sewer Commission Members Present –David Pearson, Ernie Clerihew, Helen McKinlay and Clarence Greeno. Absent: Bob Harnish. Others present: Shawn Hendee, John Haverstock and Kelly Giard

David Pearson, Chairman, called the meeting to order at 6:29 PM.

Adoption of Agenda:
J. Haverstock stated that there was no need for Executive Session.

J. Haverstock stated that there is a need to amend the agenda to include the following:

Sewer – Discussion of Cedarwood proposal
Sewer – Discussion of potential addition of the Police and Fire Academy to the sewer system

Motion by C. Greeno and seconded by H. McKinaly to adopt the agenda, as amended. Motion passed unanimously 4 – 0.

Minutes:
The minutes from the January 26, 2016 meeting were signed, with no corrections.

Town Managers Report:

J. Haverstock reported the following:

This is a “quiet time of year” and there have been no frost or freeze up issues.

Town Meeting will be held on February 29 at 6:30 PM. Chairman Pearson will give a brief presentation to the voters.

Sewer:
Review Report from Aeromod re: WWTF Operations and Potential Upgrades.
Brooks Newbry has submitted a report to the members of the Water & Sewer Commission, which was included in the packets.

S. Hendee stated that Mr. Newbry was “happy” with the way the filaments have been neutralized at the facility and stated that the polyaluminum chloride was helping. Temperatures have been higher than normal and the snow fall has been low, allowing for less peaking and keeping the suspended solids low.

The e-coli has been down due to the air flow continuously running instead of running intermittently.

Mr. Newbry recommended setting up a DO (dissolved oxygen) monitoring process as the next step in automating the facility.

J. Haverstock stated that Aeromod has stated that they would supply some of the upgrade equipment, however, there needs to be clarification regarding the financial details of the proposal. J. Haverstock will confirm this offer prior to pursuing. J. Haverstock also will be researching the possibility of grant funding.

Discussion of Cedarwood Proposal:
S. Hendee reported that he had spoken with Cedarwood to have a second opinion of the Wastewater Treatment Facility operations. The report was included in the packets for review.

State Police and Fire Academy Access:
J. Haverstock received a call from an engineering firm with regard to the potential connection of the State Police/Fire Academy to the sewer system. The academy had originally been holding allocations at the facility, however, they “bought out” of the contract for $50,000. However, there is now a possibility of adding more dormitory space–hence the possible need for Town sewer service.

Currently, there is no sewer service available on the Furnace Road. Therefore, this project would allow for residents to connect, if they so desire. There will need to be an engineering study conducted at the facility to confirm capacity prior to any projects.
