BOARD OF CIVIL AUTHORITY

BCA Members Present:  Charles “Butch” Shaw, W. Joseph Gagnon, Margaret “Peg” Flory, Terry Poor, Ernie Clerihew, Patty Carter, Dave Trombley, Matt Candon, Helen McKinlay, Peter Becker.

 

Others Present:  Kelly Giard – Recording Secretary.

 

1.)        The meeting was called to order at 6:00 PM by Charles “Butch” Shaw, Chairman.

 

2.)        Accept Agenda:  Motion by M. Flory and seconded by T. Poor to accept the agenda as presented.  Motion passed unanimously 10 – 0.

 

3.)        Public Comment:  None presented at this time.

 

4.)        Justice of the Peace Certificates of Election and Oath of Office – H. McKinlay swore in the Justices of the Peace that were present and their certificates of election were individually signed.

 

5.)        BCA to designate Town Meeting polling place by 1/22/15 – Motion by M. Candon and seconded by D. Trombley to designate the Town Hall (aka Lothrop School Gymnasium) as the designated polling place.  Motion passed unanimously 10 – 0.

 

6.)        Report with additions to the checklist – Motion by M. Flory and seconded by M. Candon to modify the checklist in accordance to the list that was supplied by the Town Clerk’s Office.  Motion passed Unanimously 10 – 0.

 

7.)        BCA and Town Clerk must designate pairs of JP’s, assuring political balance in each pair, to deliver absentee ballots to ill or physically disabled voters – C. Shaw (R) and E. Clerihew (D) volunteered.  The Board of Civil Authority unanimously agreed to the volunteers.

 

8.)        Other Business that may come before the Board – none was presented at this time.

 

ADJOURNMENT:

 

Motion by M.  Flory and seconded by M. Candon to adjourn at 6:10  PM.  Motion passed unanimously 10 – 0.

BOARD OF ABATEMENT

 

January 21, 2015

 

BCA Members Present:  Charles “Butch” Shaw, W. Joseph Gagnon, Margaret “Peg” Flory, Terry Poor, Ernie Clerihew, Patty Carter, Dave Trombley, Matt Candon, Helen McKinlay, Peter Becker.

 

Others Present:  Kelly Giard – Recording Secretary.

 

1.)        The meeting was called to order at 6:12 PM by Charles “Butch” Shaw, Chairman.

 

2.)        Motion by T. Poor and seconded by D. Trombley to adopt the agenda as presented.  Motion passed unanimously 10 – 0.

 

3.)        Public Comment:  None presented at this time.

 

4.)        Review Parcel 0981 – Kevin & Stephanie Elnicki for Abatement:  A letter of request was received and reviewed by the Select Board on December 17, 2014.  The Select Board approved the request to be included with Homestead Declaration penalty approvals.  The Board of Abatement initially reviewed the request on February 9, 2014.

 

The amount of the request is $739.34.  Motion by M. Candon and seconded by M. Flory to approve the abatement request in the amount of $739.34.  Motion passed unanimously 10 – 0.

 

5.)        Review Parcel 1003 – Albert Maxham property to abate taxes following a fire.

 

  1. McKinlay explained that the Listers’ received a request for abatement for Parcel 1003 following a fire. The fire occurred on September 2, 2013, which is Fiscal Year 2013 – 2014. The Select Board approved this property on October 15, 2014 as an Error and Omission, as submitted by the Listers’ Office.

 

Motion by M. Flory and seconded by E. Clerihew to approve the abatement request in the amount of $1,077.  Motion passed unanimously 10 – 0.

 

6.)        Review Parcel 1068, Donna Piper request for abatement.  A letter was received from Donna Piper requesting an abatement of taxes.  Motion by M. Flory and seconded by M. Candon to approve the request for abatement.  Following discussion, H. McKinlay will conduct research to see if the taxes have been paid as the request conflicts within the letter.  Motion by M. Flory and seconded by M. Candon to rescind the motion.  Motion rescinded unanimously 10 – 0.  Motion by M. Flory and seconded by M. Candon to table the request until further information is available.  Motion to table passed unanimously 10 – 0.

 

7.)        Review Parcel 0981 – Ted & Zara Larsen request for abatement.  A letter was received from Ted & Zara Larsen on November 25, 2014 requesting abatement in the amount of $413.04, siting US Postal delays.  Following discussion and explanation of abatement calculations, a motion was made by M. Candon and seconded by M. Flory to deny the abatement.  Motion passed unanimously 10 – 0.

 

8.)        Other Business that may come before the board – T. Poor made a motion that was seconded by D. Trombley to send a letter to the Listers’ recommending that they include in their Annual Report, which is included in the Town Report, that it is the property owner’s responsibility to notify the Listers’ of any property loss.  Motion passed unanimously 10 – 0.

 

9.)        The Board of Abatement adjourned at 6:36 PM.
