Select Board Meeting
October 15, 2014
The meeting was called to order at 6:30PM by Thomas “Hank” Pelkey, Chairman.
Select Board members present: Jane Cornell, David Trombley, Thomas Hooker, W. Joseph Gagnon and Thomas “Hank” Pelkey. Also present: Linda Fox, Ann Rademacher, Rod Monroe, Erin Mansfield, Tom Browe, John Haverstock and Kelly Giard, Recording Secretary.
The Select Board observed a moment of silence in honor of the passing of Bob Parker, a Pittsford firefighter for 57 years.
AGENDA ADOPTION
J. Haverstock reported that there is a need for Executive Session for one personnel concern. Motion by T. Pelkey and seconded by T. Hooker to invite the Town Manager to remain for Executive Session. Motion passed unanimously 5 – 0.
Motion by T. Hooker and seconded by J. Gagnon to amend the agenda, as presented. Motion passed unanimously 5 – 0.
MINUTES
The Select Board minutes from the October 1, 2014 meeting were signed, with no corrections.
The Public Hearing minutes from October 1, 2014 meeting were signed, with no corrections.
ORDERS
The orders, in the amount $78,821.08 and $10,533.31 (Payroll) were approved, with the following discussion:
J. Gagnon inquired about the expense for $24,297 for the Jaws of Life. T. Hooker explained that this was for a replacement piece of equipment as the old set broke at a recent motor vehicle accident. J. Gagnon inquired if the old equipment could be given to a department that is “less fortunate”. D. Trombley stated that the old set was not safe.
TOWN MANAGER’S REPORT
J. Haverstock reported on the following:
- Countryside Glass has evaluated the Town Office’s entryway for handicapped accessibility concerns and will be forwarding their proposal in the near future.
- Beginning with the November election, the Town’s polling place will be moved from the Town Offices to the Lothrop School Gymnasium. There are many benefits to this move and this will allow the Town to be in compliance with changing voting laws.
- Pike Industries began paving on October 13 at the Elm Street and Gorham Bridge areas, which are anticipated to be completed as of this meeting.
- Oxbow Road and Windy Hill will be the next areas of paving, which may happen on Thursday, October 16, if the weather permits. In the event of inclement weather, the paving will resume on the next possible day. T. Hooker inquired if Pike Industries has taken care of the car on Elm Street that was covered in paving debris. J. Haverstock explained that the Highway Foreman has spoken with Pike, which has agreed to do so.
- VT Protective Coating is working on the Depot Hill bridge, as recommended by the State bridge inspection report.
- There will be a luncheon honoring Joe Skaza in view of his retirement. This luncheon will be held at the Municipal Office Conference Room on
- October 24, 2014 at noon and the members of the Town staff and Select Board are invited to attend.
- The Haunted House will be held on October 17 and 18 and again on October 24 and 25. Chief Hooker stated that the Haunted House is different than in years past and promised new thrills and chills for all.
- The Town Manager will be at the VTCMA conference on October 16.

NEW BUSINESS
Determine Whether to Participate in VT Gas Phase 3 Pipeline Route – Finding Process:
J. Haverstock stated that this proposal is to study the Middlebury to Rutland segment of the proposed gas pipeline and help select the optimal route.
Motion by T. Hooker and seconded by J. Cornell to participate in this process. Motion passed unanimously 5 – 0.
Consider Appointment of Two (2) Representatives to the VT Gas Phase 3 Pipeline Route-Finding Advisory Committee:
West Rutland has selected its Town Manager and one Select Board member and Proctor has two Select Board members to represent their respective towns.
Motion by T. Hooker and seconded by D. Trombley to appoint J. Haverstock and T. Pelkey to this Advisory Committee with D. Trombley serving as the Alternate. Motion passed unanimously 5 – 0.
OTHER BUSINESS
None presented at this time.
EXECUTIVE SESSION
T. Pelkey made a motion and seconded by T. Hooker to go into Executive Session for personnel where premature knowledge would be damaging to the Town, and may be jeopardized by public disclosure.
In accordance with 1 VSA 312 (b), where premature general public knowledge would clearly place the Municipality or person involved at a substantial disadvantage, the Board unanimously agreed to enter into Executive Session for the purpose of Personnel at 6:43 PM.
The Select Board exited Executive Session at 7:00 PM with no action taken.
The meeting adjourned at 7:00 PM.
The next meeting will be held on November 5, 2014.
