WATER AND SEWER COMMISSION

April 15, 2014

Water and Sewer Commission Members Present – David Pearson, Clarence Greeno and Helen McKinlay.  Absent:  Allen Hitchcock and Bob Harnish.  Others present:  John Haverstock and Kelly Giard – Recording Secretary.

David Pearson, Vice Chairman called the meeting to order at 6:30 PM. 

 

Minutes:

The minutes from the March 18, 2014 meeting were signed, with no corrections.

 

Town Managers Report: 

J. Haverstock reported the following:

 

·             Notification has been received that the Leak Detection Survey, which is free from the State, will be conducted by an independent contractor.  The contractor will be in touch with Bruce Babcock to walk the entire water system to detect any leaks.

·             There is a possibility of a new well drilling loan customer as one property has been sold and the new owners have expressed interest in the loan program.

·             Shawn Hendee is the liaison with Markowski Excavating with regard to the water line breaks that occurred over the winter.  Three of these breaks occurred within the State right of way and Markowski Excavating has been reminded to complete the projects by cleaning up the areas and restoring the pavement.

·             There is the possibility of FEMA grant funding available to purchase a back-up generator.  A representative from Brookfield Services will be meeting with the Town Manager, Bruce Babcock, Shawn Hendee and Bob Berardo visit the pump stations and the Wastewater Treatment Facility and will be also discussing the possibility of  a portable generator.

Public Comment:

Water:

There are still concerns with regard to the water pressure at the Jackson and Janssen properties.  J. Haverstock has been in communication with the property owners and Otter Creek will be also monitoring the situation.  D. Pearson inquired if there was a water softener installed, which could affect pressure with the cycling. The situation will also be checked by Bruce Babcock.

 

A ball valve has failed at the Ernest Whittemore property.  This valve was installed by Town employees and VLCT has been notified.

The water system merger with Fire District #1 is moving forward within the Legislature.  Fire District #1 has conveyed the 4.5 acre parcel of land to the Town.  Fire District #1 is also waiting for answers with regard to their Planning Loan forgiveness application.  The Town is also waiting for answers with regard to its own request for Planning Loan forgiveness.

 

Sewer:

Update on Project Status and Related Engineering Work:

The project is near done, with $2,000 in grant funds remaining available.  Shawn Hendee will research the uses for these funds and advise.  Once these items are identified, a request will be submitted to USDA/Rural Development for approval to purchase and submit final documentation to close out the loan/grant funding.

 

Continued Review and Discussion of Draft Sewer Ordinance:

The latest revisions to the Draft Sewer Ordinance have been received and reviewed.  Motion by C. Greeno and seconded by H. McKinlay to forward the Ordinance to the Select Board for its review and scheduling of public meetings before adoption.  Motion passed unanimously 3 – 0.

 

Continued Review and Discussion of Grease Trap Requirements for Commercial Food Preparers:

A letter will be sent to those affected by this Ordinance.  The Water & Sewer Commission discussed the possibility of offering either portion of the low or no cost loans to these establishments with a 12-month repayment plan.
