Meeting Minutes : Planning Commission

Planning Commission Members Present – Kathryn Brown, Don Nickless, and Thor Konwin.  Others Present – Anita Paynter, Bruce Paynter, Christopher Armell, Teresa DeYoung, Amy Loomis – Zoning Administrator, and Kelly Giard, Recording Secretary

D. Nickless, Chair, called the meeting to order at 7:14 PM.

Site Plan Hearing:

Applicant:  Teresa DeYoung – 6565 Route 7 – Pittsford, VT

The application is for a retail store for wool and handmade goods and jewelry.  Ms. DeYoung brought samples and indicated that she has 12 sheep, 1 llama, and 1 angora goat.  Ms. DeYoung would like to give wool spinning lessons.  Ms. DeYoung indicated that her son makes hand blown glass items also to be included in the store.

T. Konwin reclused from any discussions and decisions as he is an abutting neighbor.

D. Nickless inquired the location of the building.  Ms. DeYoung indicated that this was the former Valley Tractor Supply.  Ms. DeYoung indicated that this property is the former Babe and Marie Pomainville property.

Ms. DeYoung indicated that she has only added display cases to the building and has done no further construction to the structure.

Ms. DeYoung indicated that she would like to construct a sign, which A. Loomis has discussed with the applicant.  There is a proposal of a 5’ X 5’ sign, which is a dangling sign, which will be lit and does meet requirements.

Ms. DeYoung indicated that there will be 5 parking spaces, which also meets the requirements.  D. Nickless inquired if there was a curb cut on the property.  Ms. DeYoung indicated that there is a curb cut between the house and the shop.

K. Brown inquired if there is a State permit that would be required.  A. Loomis indicated that the property is existing and no additional permit is required.

K. Brown inquired how the sign would be lit.  Ms. DeYoung indicated that there would be 2 flood lights shining on the sign from the bottom of the sign.

K. Brown inquired if this would be a year round operation.  Ms. DeYoung indicated that operation would be after Christmas until Memorial Day, and maybe a Saturday during the winter.  K. Brown indicated that the parking lot needs adequate surfacing, such as stone or gravel to prevent any issues entering or exiting the property.

Mr. Armell, an adjoining land owner expressed concerns over the heavy truck traffic, which was discussed at length.  Ms DeYoung indicated that there is a visible distance to the north and the south for traffic entry and exit.

A. Loomis inquired the hours of operation.  Ms. DeYoung indicated that she is hoping to have the shop open from 10:00 AM – 5:00 PM (or possibly 6:00 PM) from Monday through Saturday.

Motion by D. Nickless and seconded by K. Brown to close the hearing and enter into Deliberative Session at 7:27 PM.

The meeting reconveined at 7:54 PM with no decision made.

Mr. Paynter discussed the posting practices of any hearings or meetings.  Discussion followed this topic at great length.

The next meeting will be held on August 26, 2009 at 7:00 PM.
