Thomas “Hank” Pelkey opened the meeting at 6:47PM. Water Board members present were: Thomas “Hank” Pelkey, Allen Hitchcock, Joseph Gagnon, and Thomas Hooker. David Markowski was absent. Also present were Michael Balch, Linda Drummond, Bruce Babcock, Nancy Gaudreau, and Barbara Pierce.
The minutes of November 1, 2006 were approved.
Bruce Babcock review Water Department budget
The cost for 100 water meters will be approximately $11,000: $110 per meter. After reviewing the accountant’s audit of the water and sewer accounts, the Board may need to think about increasing revenues.
In reviewing the Water Department Work Plan FY2008, Bruce Babcock stated that all the Chittenden users have been physically disconnected from the water service.
Master meters are in place at the Springs but they no longer operate. There is no way to know how much water the Springs are producing because there is so much overflow. The flow from the Springs that is running through the Town is being metered.
B. Babcock commented on the water meters that are being replaced. Some of the older systems on Route 7 pose a substantial financial risk if disturbed. It may be advisable to replace them during the Route 7 highway project. There are plenty of water meters to install at new homes or to replace at newer systems.
In reviewing the Sewer Department Issues, A. Hitchcock addressed the work plan part regarding the continuing to identify and address sewerage collection system issues where there are significant infiltration issues. He would like to see a plan put in place to address this issue. M. Balch and B. Babcock will elaborate on this issue. There will be many places along Route 7 that need new water and sewer lines and the time to repair these areas would be a year before the Route 7 project comes through. Smoke testing may be needed to check the sewer lines which has not been done in many years. Feeder lines that are leaking from services need to be repaired by the owners. B. Babcock departed at 7:00 PM.
M. Balch will write a draft in regards to combining the Water and Sewer Boards for the Select Board to review.
M. Balch stated that a trailer the Town took over in Tax Sale which is no longer at 53 Chateau Way needs to have the $362.00 delinquent utility taxes abated. The motion was made by T. Hooker to abate the $362.00 from the account at 53 Chateau Way for delinquent utility taxes. The motion was seconded by J. Gagnon. The motion was passed unanimously.
