Water Board Minutes 07/12/05
Bob Sird called the Water Board meeting to order at 6:00 P.M. Water Board Commissioners present were Bob Sird, Larry Pomainville and Chris Hanrahan. Also present were Mike Balch, Bruce Babcock and Helen McKinlay.
The minutes of 06/21/05 were reviewed, discussed and approved.
There were no orders for 7/12/05. A copy of the order prepared on 7/6/05 and signed and approved by the Select Board was reviewed for Water Department charges and approved by the Water Board.
A trial balance report of Pittsford and Florence Water Departments showing the un-audited figures for June 30, 2005 was reviewed, discussed and approved. Outstanding bills for items booked prior to June 30, 2005 will be put back into the FY04/05 figures. Invoices from Dufresne-Henry for engineering services completed to date have not been entered at this time.
Consider Keithís Request for Water Connection Change
The Water Board reviewed and discussed a letter dated June 22, 2005 from Donald, Ryan and Kim Keith requesting to disconnect one water service in their house located at 4181 U.S. Route 7 and to add a water connection in their barn at the same location. B. Babcock stated Kit Hudson had previously installed shut offs and the connection to the barn would be no problem. The water line to this property runs under Route 7. The property will require a meter for the house and a meter for the barn. Each connection will be charged a minimum of $75.00 per billing. The Water Board unanimously approved the change of the connections.
Consider Meter Documentation for New Purchases
M. Balch reviewed documentation prepared by Tom Nesbitt of Dufresne-Henry with specifications pertaining to water meters. T. Nesbitt and B. Babcock recommended the Board consider purchasing Sensus meters, which were originally Rockwell meters. A.J. Prescott presently stocks the Sensus meters. B. Babcock will install the new meters at new installations first. The cost of each meter is estimated to be approximately $300 each. M. Balch will verify pricing and cost breaks at different quantities. B. Sird made a motion to authorize M. Balch to negotiate and purchase Sensus meters at a minimum quantity of 30 and a maximum quantity of 50 meters. M. Balch is authorized to purchase the recorder unit and software program packages for the Sensus meters. C. Hanrahan seconded the motion. The motion passed unanimously.
Status of State Grant for Florence Engineering
H. McKinlay is waiting for a return call from Roger Bergeron on the status of our application for an engineering grant for the Florence Water Department engineering. Further details will be provided at the next meeting.
Springfield Fencing Company Status
Springfield Fencing has the fencing at the Sand Springs and the large reservoir left to complete. Jim Williams will contact B. Babcock to notify when theyíll be able to return to finish the project. H. McKinlay will verify payments to date to Springfield Fencing.
Minutes of the Water Board Meeting 07/12/05
B. Sird asked about the sand located near the Florence pump house. B. Sird asked if it would be a worthwhile project to pursue to sell sand from this area to the Highway Department at a reduced price. The sale would both save the Highway Department money and increase the Water Department revenues for upcoming projects. B. Babcock stated Tim Raymond had previously advised the area was not usable for this project due to the location of the wellhead protection area. No one is authorized to dig in the area. M. Balch will research with the State and report back at the next meeting.
Chittenden Water Users
B. Babcock stated at this time four of the households have not dug wells or made other arrangements for water at this time. The four properties are: Greg Whitehorne, Clifford Basset, Joe Podolak and Buzzellís.
Four Seasonís Bid Request
The Water Board reviewed a copy of the request for bids on the Four Seasonís Project. The advertisement will be in the Rutland Herald later this week and in the Brandon/Pittsford Reporter next week. A pre- bid conference is scheduled for August 2, 2005 at 9:00 a.m. The bid opening is August 17, 2005 at 10:00 a.m.
Provinís Laundry mat
Lloyd Provin has notified the office the laundry mat has been closed effective June 30, 2005.
Route 7 South
The new building going in on Route 7 is a home for Reggie Charbonneau. Charbonneauís plans are to drill a well.
