Meeting Minutes : Select Board

Members Present – Thomas “Hank” Pelkey, Alicia Malay, David Trombley, and W. Joseph Gagnon.
ABSENT:  Thomas Hooker.

The meeting was called to order at 6:30 PM by Vice Chairman Pelkey.

J. Haverstock reported that there was a need for Executive Session to discuss the Burditt Fund (Legal); Police Department (Contracts).  Motion by T. Pelkey and seconded by J. Gagnon to enter into Executive Session.  Motion passed unanimously 4 – 0.

J. Haverstock reported that there was a need to amend the agenda to move the Discussion of “Lost Truck” Detail Ticket Revenue to Executive Session with Chief Warfle and to remove the Review and Approval of the Local Emergency Operations Plan.  Motion by T. Pelkey and seconded by J. Gagnon to adopt the agenda as amended.  Motion passed unanimously 4 – 0.

 

Minutes:

The minutes of the April 4, 2018 regular Select Board meeting were signed, with no changes.

 

Orders:

The orders in the amount of $103,030.26 and Payroll in the amount of $13,464.13 were signed, with no discussion.

 

Town Manger’s Report:

J. Haverstock reported the following:

  • The Dollar General hearing before the Zoning Board of Adjustment was recessed until May 12, 2018 at 7:00 PM at the Lothrop Gym.
  • A VTrans grant will be sought to assist with the wheel rutting along the Whipple Hollow Road (near OMYA)  and a Structures grant will be sought to assist with a culvert replacement project on Fire Hill Road.
  • Representatives from VELCO, SkyCrane, Jack Bowen, Shawn Erickson and the Town Manager met at the site of this year’s Box Culvert project to discuss the delivery of the culvert components and the low hanging power lines.
  • There was a meeting on April 10 with regard to the proposed Salt Shed at the Transfer Station.  Shawn Erickson, Mark Youngstrom, a VTrans Representatives, T. Pelkey and the Town Manager met, then took a site tour.
  • The new highway dump truck will be arriving soon and Shawn Erickson will be at the May 2 Select Board meeting to show it to the members.
  • Green Up Day will be held on May 5.

D. Trombley inquired about the status of the log grinding project that was to happen at the Transfer Station.  J. Haverstock stated that the contractor is expected to be at the site when he is in the area working on another project at Shelburne Farms.

 

Public Comment:

T. Pelkey stated that Don Nickless, the former Town Manager and former Chairman of the Planning Commission has passed following an illness.  T. Pelkey also reported that Chairman Hooker is doing well, following bypass surgery.

 

OLD BUSINESS

Set Date/Time for Special Meeting to Vote on Accessing Burditt Fund for Sidewalk and Curb Restoration Along Route 7 in Vicinity of School:
J. Haverstock reported that Bonnie Bourne is out of town from Tuesday – Friday weekly and Sue Markowski will be out of town on vacation.  There was discussion to hold this special meeting on May 7 at 6:30PM.  More details to be discussed in Executive Session.

 

NEW BUSINESS

Presentation of Plaque and Pins to Police Officers for Role in Plane Crash Duties:
J. Gagnon read the plaque for the Police Officers that assisted in the plane crash that occurred in November 2017:

In recognition of excellent POLICE OFFICER performance, above and beyond the call of duty, in connection with the airplane crash that took place in Pittsford, Vermont on November 22, 2017 and the subsequent search for and extraction of the decedent and his airplane.

Pittsford Lieutenant William Pratico led several of his colleagues in the Pittsford Police Department in responding to news of a missing man and an overdue aircraft by establishing a command post and closely working with the Pittsford Fire Department, the Vermont State Police, the Civil Air Patrol, the Vermont National Guard, the Federal Aviation Administration, the National Transportation Safety Board, the news media and the family of the pilot.  Officers Stephane Goulet and Antje Schermerhorn stood by Lieutenant Pratico’s side throughout the event, doggedly chasing down leads and providing assistance and support.  Officers Jerry Tift and Tim Cornell also demonstrated dedication and focus in their work regarding this event.

Presentation of Plaque to Firefighters for Role in Plane Crash Duties:
D. Trombley read the plaque for the Fire Department Members that assisted in the plane crash that occurred in November 2017:

In recognition of excellent FIREFIGHTER performance, above and beyond the call of duty, in connection with the airplane crash that took place in Pittsford, Vermont on November 22, 2017 and the subsequent search for and extraction of the decedent and his airplane.

Pittsford Assistant Fire Chief William Hemple led several of his colleagues in the Pittsford Fire Department in responding to news of a missing man and an overdue aircraft by working closely with the Pittsford Police Department, the Vermont State Police, the Civil Air Patrol, the Vermont National Guard, the Federal Aviation Administration, the National Transportation Safety Board, the news media and the family of the pilot.

Presented on this 18th day of April, 2018 by the Town of Pittsford’s Select Board.

 

Presentation of Plaque to Members of Pittsford First Response for Role in Plane Crash Duties:
A. Malay read the plaque for the Members of the Pittsford First Response that assisted in the plane crash that occurred in November 2017:

Presented in recognition of excellent performance by the members of PITTSFORD FIRST RESPONSE, above and beyond the call of duty, with regard to the airplane crash that took place in Pittsford, Vermont on November 22, 2017 and the subsequent search for, and extraction of, the decedent and his airplane.  Robert Foley and his colleagues on Pittsford First Response stayed with and supported the Pittsford Police and Fire Departments while search and rescue efforts were under way, always remaining prepared to provide medical attention to anyone in need, and then, once the crash site was identified, Pittsford First Response was on the scene to assist with the extraction of the deceased pilot.

Presented on this 18th day of April, 2018 by the Town of Pittsford’s Select Board.

The son of the pilot was present and praised Pittsford Fire, Police and First Response and said that he felt included by being out at the site with Antje and Bill.

 

Consider Approving Submission of Application for State’s “Village Center” Designation:
J. Haverstock stated that the application, letters and updated map (without Arch Street) were ready to submit for the Village Center Designation and the updated amenities photos will be taken in the next few days.

Ms. Connelly questioned the removal of Arch Street on the Village Center Designation.  There was much discussion around this topic and it was decided to include the “upper triangle” between Kamuda’s, Route 7 and Arch Street.

 

Update on Activities on Town Plan Amendment Subcommittee:
The Town Plan Amendment Subcommittee met on April 11 and elected Tharon Malay as Chairman; Ernie Clerihew as Vice Chairman; and Rishi Connelly as Secretary.  The Committee will be meeting on the second Wednesday of each month at 6:30 PM at the Municipal Office Conference Room.

 

Discuss “Lost Truck” Detail Ticket Revenues:
This topic was deferred to Executive Session.

 

Review and Approve Local Emergency Operations:
This item was tabled until the next meeting.

 

Consider Naming Transfer Station in Honor of Charles M. Rivers:
Motion by D. Trombley and seconded by J. Gagnon to name the Transfer Station “The Charles M. Rivers Memorial Transfer Station” in honor of Mr. Rivers who passed away in January following 55 years of service to the Town.  Motion passed unanimously 4 – 0.

 

EXECUTIVE SESSION

T. Pelkey made the motion and seconded by J. Gagnon to go into Executive Session for contractual and legal where premature knowledge would be damaging to the Town and may be jeopardized by public disclosure.

In accordance with 1 VSA 312 (b), where premature general public knowledge would clearly place the Municipality or person involved at a substantial disadvantage, the Board unanimously agreed to enter into Executive Session for the purpose of contractual and legal at 7:03 PM.  Town Manager Haverstock and Chief Warfle were invited to remain for Executive Session.

 

The Select Board exited Executive Session at 7:44 PM.

Motion by D. Trombley and seconded by J. Gagnon to comply with the request from the Rutland Town Police Department for “lost truck” ticket revenues received by the Town of Pittsford.  Motion failed 2-2 (Pelkey and Malay opposed).

 

The meeting was adjourned at 7:48 PM.

The next regular meeting of the Select Board will be held on May 2, 2018.
